Ministers yesterday saw off a last-ditch challenge to their controversial plans for new powers of dispersal for the police, as MSPs made final changes to the Executive[base ']s flagship Anti-Social Behaviour Bill.
The legislation, which was passed by the Scottish Parliament, will also allow children to be electronically tagged. And it will extend anti-social behaviour orders to 12-15-year-olds, with breaches treated as a criminal offence.

British police will almost certainly be given access in the near future to US intelligence databases containing DNA samples, fingerprints and digital images of thousands of foreign nationals seized around the world by the US as terror suspects.

New legislation to tackle so-called hate crime is to be extended to include crimes against people with disabilities, it has been announced.
Criminal Justice Minister John Spellar outlined the proposals at Westminster on Thursday. The draft legislation is expected to be laid in parliament in the coming weeks.
