Staffordshire police will be one of five forces in England to gain a top grade under a tougher Home Office regime for measuring how well the police are performing. It says a big reason for its performance is down to a business-intelligence system that enables officers to quickly analyse and act on information about crime.

The death of a policeman who was stabbed in Birmingham last week has prompted debate on whether all officers should wear body armour.
Yesterday, West Midlands police force confirmed it was to review its policy on protective vests. They are standard issue among frontline officers but the latest death is expected to increase pressure for officers across the country - including plainclothed detectives - to be given similar protection.

Britain's ten richest villains are worth more than a billion pounds between them but the government agency set up to strip these underworld kingpins of their fortunes admits that it cannot get its hands on their wealth.
While a record £60 million worth of fast cars, luxury homes and jewellery was clawed back from British villains in the past year, the 'super criminals' remain untouchable.

The Metropolitan Police are guilty of "institutional racism" in the way officers stop and search black and Asian people, a damning report concluded yesterday. The "racial bias" of white officers is the core reason why members of ethnic minorities are disproportionately stopped in the street, said the study by the Met's police authority.

Police officers were furious yesterday at proposals to give support staff sweeping new powers that would allow them to operate speed traps, breathalyse motorists and investigate minor crime.
A leaked draft report, from Her Majesty's Inspectorate of Constabulary, also suggested officers guarding top terrorist targets such as the houses of parliament should not have to undergo full police training.

The police could face a crisis unless action is taken now to improve the way they handle digital crime, says a report.
An e-crime study by the IPPR think-tank IPPR says there is a huge backlog of so-called e-crimes and a serious shortage of skills to deal with them.

Home Secretary David Blunkett is expected to get an angry reception at a police conference over plans to boost the numbers of civilian staff.
He will say civilian community support officers (CSOs) are a "non-negotiable element of modern policing".
Home Office minister Hazel Blears was jeered by delegates at the Police Federation Conference in Bournemouth on Tuesday when she defended their use.

Police plans to extend the use of the electronic stun gun have been rejected by the Home Office.
Five forces in England and Wales conducted trials of the weapon using specialist firearms officers and said it was an effective deterrent. Now the police want the Taser to be more widely used to tackle serious violent disorder such as hooliganism.
But the government has questioned their use and said that trials must continue in their present form.

The Police Service of Northern Ireland and Queen's University in Belfast are to launch an academic partnership as part of the training process for probationary officers.
The aim of the programme, which is being announced on Monday, is to enhance the police officers' skills base.
It will see the university's Institute of Lifelong Learning award a new Certificate in Work-Based Learning.

A policing initiative launched last month by Ken Livingstone and Tony Blair has halved crime in parts of the capital, initial figures show. Under the Safer Neighbourhoods scheme, teams of six officers are being deployed to every ward in London. Forty-five of the 96 teams are in place. Mr Blair said if the scheme works he expected to extend it nationwide.
